2030 Agenda

The Sustainable Development Goals

In 2015, the United Nations (UN) set out the 17 Sustainable Development Goals (SDGs) to be achieved by 2030, providing international cooperation with the broadest and most ambitious policy agenda ever shared by the 193 UN member states.

A broader agenda

The predecessor of the 2030 Agenda, the Millennium Development Goals (MDG), attracted donors’ attention to the health and education sectors in developing countries, and was considered the most successful anti-poverty movement in history. By 2015, when the MDG era concluded, several poverty indicators declined by around half, including the number of people living in extreme poverty, the mortality rate of children under-five, the proportion of undernourished people, and the number of out-of-school children of primary school. The 66 percent increase of official development assistance from 2000 and 2014 was also related to the impetus of the MDGs.

The 2030 Agenda addressed the MDG’s unfinished job and expanded its scope to environmental, economic and social issues, and even set out some institutional and security-related targets. Moreover, SDG 17, on the means of implementation, advocates a wide array of instruments to be used in a coordinated and collaborative manner by the international community in order to meet the SDGs by 2030. These include domestic taxation, technology transfers, investment and trade arrangements, and also Official Development Assistance. The Agenda renews developed countries’ commitment to achieve the target of 0.7 per cent of ODA/GNI to developing countries and 0.15 to 0.20 per cent of ODA/GNI to least developed countries.

The Institute
and the 2030 Agenda

As Spain’s leading think tank on international studies, the Elcano Royal Institute keeps track of the 2030 Agenda, and on how the EU and Spain contribute to the social, environmental and economic transformation envisaged in it. Some of the 2030 Agenda goals and targets fall under the umbrella of many of the traditional research areas of the institute, including international cooperation and development, energy and climate change, demography and migrations, and international economics. For the institute, the 2030 Agenda is an opportunity to renew consolidated research lines, and identify new ones based on integration and interconnectedness between goals. The agenda also provides a common language that facilitates the Elcano’s mission as a meeting point for Spanish stakeholders to exchange ideas on global issues and elaborate participatory policy analyses.
