SDG 16 on Peace, Justice, and Strong Institutions and its supporting targets aim at improving governance and promoting peaceful societies at all levels. It promotes inclusive, accountable and effective governing bodies at the national and global level, where it advocates the stronger participation of developing countries. The goal raises some important transnational challenges to the rule of law that demand cooperation among countries: these include arm flows, illicit financial flows, bribery and corruption.
The Elcano Royal Institute focuses on many of these themes already, including security and defence and collaborative efforts in the fight against global terrorism, organised crime, illicit financial flows, and –in general– the links between security and development and its integration into the international cooperation.
