SDG 11 is concerned with providing urban infrastructure that is safe, affordable and sustainable. Targets include ensuring access to adequate housing and services and upgrading slums, and providing universal access to sustainable transport systems, particularly for people in positions of vulnerability, women, children, persons with disability and older persons. It is also concerned with ensuring inclusive and sustainable urbanization for a growing urban population, and reducing the overall environmental impact of cities, with a special focus on air quality and waste management.
The Elcano Royal Institute has analysed the contribution of decentralised cooperation to this goal and the role of Spain in this domain potential as the most decentralized donor country in the world.
